Azerbaijani President after the meeting with Serj Sarkisyan gave an interview on Azerbaijani channel in which he stated his view of situation in the sphere of Karabakh conflict’s settlement and Armenian-Turkey approach. We should note that President seldom gives such an interview, last time it happened in December, 2006 and this means gravity of situation. President stressed again that Azerbaijan see the settlement of Karabakh conflict only within the framework of country’s territorial integrity. He stated that for settlement of Karabakh status occupied territories must be liberalized, refugees should return to their prominent residences. He stated that Kishinev meeting was unsuccessful, there was not progress. The head of state also touched upon Armenian-Turkey approach.

Turkish Prime Minister last times repeats over and over that Ankara will not take any steps able to damage on Azerbaijani interests. First he said that protocols between Armenia and Turkey will not be signed before the settlement of conflict and transparently alluded to soon breakthrough in Armenian and Azerbaijani relations. Then alludes to breakthrough in speech of Turkish Primer decreased and in parallel the sentences about protocols not signing disappeared. Judging by all this strategic break happened in USA, after the erdogan’s meeting with Barak Obama. After this 15 minute meeting, Prime minister of Turkey gave an interview to “Wall Street Journal” where for the first time said that Armenian-Turkey protocols and process of Karabakh settlement officially not interrelated. After this Turkey started to state that Armenian-Turkey protocols will be signed, but will not be ratified by the parliament before the settlement of Karabakh conflict.

Armenian President visited half of the world this week in search of Armenian lobby’s support in signing of Armenian-Turkey protocols. But the plan failed. Serj Sarkisyan was met with protest actions in Paris. Body-guard could manage to protect Armenian president from rotten eggs threw by protesters, but members of delegation were not lucky. Besides disgrace which probably will be remembered many times by world Armenian happened in Paris. During a few hours Paris police allowed everybody not depending on color of skin and religion, except Armenians to the monument in honor of “genocide” victims. But only it remained as puzzle how police identified Armenians. Sarkisyan left Paris for Los-Angeles.

On January 7 I have put forward a proposal on the unity of the opposition. Its essence was that in such a difficult time the opposition should have created a wide coalition and participated in the parliamentary election with a single list of candidates. In these grave conditions it could be the only successful tactics. And it is my opinion that the majority of that single list of candidates should be renowned intellectuals, public figures, journalists and young people. Regretfully, Musavat’s Chairman with his statement has delivered a heavy blow to the unity of the opposition by spreading discrimination and confusion. It is not accidental that the Executive Secretary of the ruling Yeni Azerbaijan Party Ali Ahmedov has greatly supported Isa Qambar’s statement. It is the first time in Azerbaijan’s history that the ruling party openly supports opposition. Now, let everyone think for themselves, who needed that statement and for what ends?!

Azerbaijan that it is exporting to Iran, which holds far greater gas reserves but does not have the necessary infrastructure to supply its own population, and Russia, which only a few years ago used to export gas to Azerbaijan. So far, however, it looks like the Azerbaijani gas exports planned for this year will not be at volumes large enough to threaten the planned supply of Nabucco. But, Western policymakers should not take comfort in that fact. Baku can step up its exports north and south and will do so if action is not forthcoming from Turkey, the EU and the U.S.

The international community knows that the status quo is inadmissible and the conflict must be settled soon. Our position on its resolution is clear. The conflict must be resolved only within the framework of the sovereignty, territorial integrity and internationally recognized borders of Azerbaijan. This position is based on the norms and principles of international law and U.N. charters, the Helsinki Final Act and numerous international papers adopted within the framework of the conflict settlement. The country's position is reflected in a joint declaration signed by the presidents of Azerbaijan, Russia and Armenia in November 2008 in Moscow, stating that the conflict should be resolved within the norms of international law, as well as documents adopted within this framework.

Until recent months most experts had not expected that the approximation of the positions on Nagorno Karabakh conflict would go on this tempo. I mean those who carry out the process of solution, not Armenia and Armenia. I would not like to be too optimistic, but I hope progress will be made on this issue with joint efforts within a month and a half or two months. The first step of the solution to the conflict should be the return of the occupied regions. If Moscow, Washington and Brussels demonstrate unique position, Armenia will make concessions.

Somewhat slighting attitude to “Nabucco” is in Baku as well. Authorities consider that this project for Azerbaijan is one of initiatives within the frames of more global project “South corridor”. Here includes both idea of pipeline construction on the bottom of Black Sea until the East Europe countries and implementation and realization of gas in Italian and Greece directions. It has already studied the opportunity of Azerbaijani gas export to Greece and Italy by the way of construction of butting pipelines. Development of gas infrastructure of countries of Adriatic pool allows to transport gas exported from Greece to Bulgaria, Italy and other countries. The construction of small pipeline from Greece to Bulgaria and use of trans-Adriatic pipeline is required for it.
